Citizens of Philippines can now travel to more than 60 countries (out of 218) without applying for visa.
However, some countries require an electronic travel visa prior to departure. Like in India, there’s so many articles and blogs I’ve seen that they put India as one of the countries Filipino’s can go and apply visa on arrival.
